Microsoft 365 Copilot Limitations and When It Is Not the Right Tool

Microsoft 365 Copilot limitations from Microsoft docs: licensing, oversharing, app gaps, governance, how to pilot, and when to use Studio or Foundry.

Microsoft 365 Copilot is a good fit for a narrow set of jobs and a poor fit for several others. This guide collects the Microsoft 365 Copilot limitations that Microsoft documents, what has to be true before a pilot, and the cases where another product is the better answer. Names are changing: Microsoft's requirements page says Microsoft 365 Copilot is now named Microsoft Copilot. This guide uses the familiar name for the licensed add-on.

Verdict

Verdict: Pilot Microsoft 365 Copilot only after you have reviewed who can see what, and do not use it for unattended automation or customer-facing answers.

It repeats whatever your permissions allow. Clean up access first, then test it with a small group.

Who this is for

IT managers deciding whether to buy Copilot licenses, and admins asked to roll it out. It assumes a Microsoft 365 tenant with SharePoint, OneDrive, Teams and Exchange Online.

Prerequisites and limits Microsoft documents

AreaWhat Microsoft says
LicensingA Microsoft Copilot license plus a qualifying prerequisite license; an eligible Microsoft 365, Office 365, Teams, Exchange, SharePoint or OneDrive plan, depending on the family
Small businessMicrosoft Copilot Business is an add-on for organizations with up to 300 users on eligible Business licenses, with an annual commitment
IdentityUsers need a work or school account in Microsoft Entra ID
MailboxAn Exchange Online mailbox is needed for mailbox, calendar and meeting experiences; group mailboxes are not supported
Device licensingNot available with device-based licensing for Microsoft 365 Apps for enterprise
Privacy controlsTurning off connected experiences that analyze content removes Copilot features from Word, Excel, PowerPoint, Outlook and OneNote
Web appsThird-party cookies must be enabled for Word, Excel and PowerPoint for the web
NetworkAllow the cloud.microsoft domain and the Copilot endpoints, and allow WebSocket connections; blocked WebSockets can break integrations
Teams meetingsTranscription or recording must be on for Copilot to use meeting content after the call
RegionsMicrosoft says it may not be accessible in certain markets; EU traffic stays within the EU Data Boundary

Eligible plans change. Confirm yours in the Microsoft service description before you buy. This guide does not quote a price because none was shown with a date on the Microsoft pages used.

Licensing tiers can confuse a pilot

Microsoft's overview describes three experiences. Copilot Chat (Basic) is included with eligible Microsoft 365 licenses and grounds answers in web data, using work files only when you upload them, open them in Outlook or Teams, or use a pay-as-you-go agent. Users without the add-on get standard access to Copilot in Word, Excel, PowerPoint and OneNote, which Microsoft says is subject to service capacity. Users with the add-on get priority access and automatic grounding through Microsoft Graph. A pilot that compares "Copilot" with the basic chat experience is not testing the same thing.

Oversharing is the main readiness limit

Microsoft's privacy page says Copilot only surfaces organizational data a user has at least view permission to, including access you grant to people outside your organization through shared channels. That protects against privilege escalation, but it also means broad sharing becomes discoverable. Microsoft's security page says overshared or poorly governed content can affect results and increase risk.

Microsoft publishes a blueprint for this: Secure and governed data foundation for Microsoft Copilot. It has three pillars: remediate oversharing, set up guardrails, and meet regulations. It uses Microsoft Purview and SharePoint Advanced Management, which Microsoft says is included with the Copilot license. Related controls Microsoft documents:

  • Restricted content discovery limits discovery of content from specific SharePoint sites in organization-wide search and Copilot responses while a review is under way.
  • Sensitivity labels and Purview protections: Copilot honors the usage rights on encrypted content.
  • Data loss prevention for the Copilot location, plus the Copilot security dashboard in the admin center (Global Reader to view, AI Administrator to change).
  • Microsoft Security Dashboard for AI, which Microsoft marks as public preview.

For a practical start on the permissions side, see our guide to Copilot readiness and SharePoint oversharing.

Data handling points to check

Microsoft says prompts, responses and Microsoft Graph data are not used to train foundation models, and that interaction data is stored in line with your other Microsoft 365 content, so admins can search it with Content search or Purview and set retention. Calls to the language model are routed to the closest data centers but can go to other regions when capacity is tight. Microsoft states that models from Anthropic, offered as a subprocessor, are currently excluded from the EU Data Boundary and are not available to all users by default. Third-party agents have their own privacy statements and terms, which admins can review under Integrated apps before allowing them.

Feature gaps and quality limits

  • Microsoft says responses are not guaranteed to be fully factual and that users should review output before sending it on.
  • Copilot is designed for drafts and summaries with a person reviewing. Microsoft describes it as giving you a chance to review the generated content rather than fully automating tasks.
  • Microsoft says certain safeguards, such as protected-material detection and prompt-injection classifiers, may not be available in every scenario.
  • Experiences vary by license and tenant configuration, so what you see in a demo tenant may not match yours.
  • I could not confirm a current supported-language list or a full app-by-app feature matrix on the Microsoft pages fetched, so verify those for your tenant before committing.

Governance controls you can use

Microsoft's Copilot controls in the admin center manage Copilot Chat pinning, web search grounding, who can create and use agents, and whether users keep access to chat. The AI Administrator role gives least-privilege access to manage Copilot and AI features without Global Administrator. Usage reports cover active users, prompts and per-user engagement across 7, 30, 90 or 180 days. Purview can apply retention policies to Copilot interactions, and users can delete their own activity history from their account portal.

How to run a Copilot pilot

  1. Pick one or two tasks, such as meeting follow-up or drafting from existing documents, and write down how you do them today.
  2. Choose a small group with the right mix of roles, including skeptics.
  3. Review the SharePoint sites those users can reach. Remove broad links, assign site owners and label sensitive libraries.
  4. Confirm licenses with Microsoft's license diagnostic, and the network and cookie settings above.
  5. Run for a fixed period and sample real outputs for review, not just survey answers.
  6. Decide to expand, stop or use a different tool, with the evidence in writing.

Success measures without invented numbers

Do not borrow a percentage from a vendor deck. Use measures you can collect:

  • Time taken for the chosen tasks before and after, from the same people.
  • The share of sampled outputs a reviewer accepted without edits.
  • Active users and prompts from Microsoft's own usage reports, as an adoption signal only.
  • Support tickets or rework linked to Copilot output.
  • Cost per active user against what you pay. Use the Microsoft 365 license cost calculator for the licensing side.

When to choose something else

  • Copilot Studio when you need an agent for one department, a defined process, connections to business systems, or sign-in rules you control. It is billed in Copilot Credits, and Microsoft says some employee-facing use by Microsoft 365 Copilot licensed users, running under their own identity, is not charged Copilot Credits.
  • Microsoft Foundry when developers are building a customer-facing or custom application. It uses Azure consumption billing and Entra with Azure RBAC.
  • Neither when the task needs deterministic results, such as a payroll calculation. Use ordinary automation.

Mistakes that cause problems

  • Buying licenses for everyone before a pilot has a task and a baseline.
  • Assuming "Copilot follows permissions" means the data is safe.
  • Piloting on production SharePoint sites no one has reviewed.
  • Judging Copilot by the basic chat experience, or the reverse.
  • Letting results go to customers without review.
  • Skipping the network, cookie and privacy-control checks, then blaming the product.

Checklist

  • Eligible subscription, Copilot license and Entra account verified per user
  • Exchange Online mailbox present where mailbox features matter
  • Oversharing review done on the pilot sites; labels and DLP decided
  • SharePoint Advanced Management and Purview capabilities reviewed
  • Network, cookie and connected-experience settings checked
  • Pilot tasks, baseline, review sample and end date written down
  • Decision rule for expand, stop or switch tools
